Agencies affect the final form of regulations, they may enforce or ignore regulations that exist, and they provide information to the political process. | As point sources of pollution reduce their emissions due to water quality control efforts, nonpoint sources have become relatively more important. In the case of agricultural nonpoint source pollution, the policy instruments recommended by economists are not observed in practice. | Off-farm income has recently been incorporated into the analysis of technology adoption, due to its increasing share in total farm household income in the U.S. Previous studies, however, found inconsistent results with respect to the impact of off-farm income on adoption of conservation practices. The contribution of the current study is to provide a conceptual model which shows that off-farm work has positive impact on adoption of capital incentive practices and negative impact on adoption labor intensive technologies. Hayami and Ruttan have hypothesized that this model also holds for institutional innovations. | Shrimp farming in Thailand has had disastrous effects on the environment in the past, which has prompted a government ban on shrimp production in inland areas. However, a new low-salinity shrimp farming system has developed that seems to have fewer disease and environmental problems than previous systems but competes with rice production for land and water resources. The present study found that shrimp farming exhibits increasing returns to scale and is much more profitable than rice farming, which offers opportunities for rice farmers to improve their incomes through diversification. | The Environmental Quality Incentive Program is designed to improve environmental stewardship of crop and livestock production. Funds requested through the program greatly exceed the supply. Recent changes make the program more attractive for larger farmers. A survey of farmers in Missouri and Iowa found that larger farmers (in terms of farm sales) and those without a personal concern for water quality in their county are significantly more likely to be aware of EQIP. Those who plan to expand in the next five years, and those who use and trust public information sources, are more likely to be aware of the program and also to participate in EQIP. Age and education variables were not significant. |
